Potential Chagas vaccine candidate shows unprecedented efficacy

Mar. 26, 2013 ? Scientists are getting closer to a Chagas disease vaccine, something many believed impossible only 10 years ago. Research from the Sealy Center for Vaccine Development at the University of Texas Medical Branch at Galveston has resulted in a safe vaccine candidate that is simple to produce and shows a greater than 90 percent protection rate against chronic infection in mice.

In a paper published online in PLOS ONE, the researchers describe how they identified and tested potential Trypanosoma cruzi (also known as T. cruzi or Chagas disease) antigen candidates and delivery models to establish the safety and efficacy of a vaccine formulation known asTcVac3. This potential vaccine could halt the irreversible heart and organ damage that afflicts approximately 30 percent of those infected with Chagas.

"This signals a scientific breakthrough -- unprecedented vaccine efficacy for a common parasitic disease with no cure for chronic sufferers," said lead author Nisha Garg, PhD, professor of microbiology, immunology and pathology at UTMB. "If this vaccine proves practical, it could be approved in as few as five years for use in canines, which are reservoir hosts of the disease. As many as 20 percent of dogs may be infected in Texas alone, developing the same heart conditions as humans but mistaken by vets for heartworm."

The study also provides further evidence that a human Chagas vaccine is possible, a topic of debate among some who still believe that Chagas heart disease is the result of an autoimmune disorder, she added.

T. cruzi, transmitted by the triatomine insect, or "kissing bug," is prevalent in almost all Latin American countries and is becoming more common in the U.S. The World Health Organization estimates that approximately 10 million people -- mostly children -- are infected worldwide. Approximately 13,000 die each year from the complications of Chagas-induced heart disease -- a result of the chronic infection Garg and her team aim to vaccinate against. It is estimated that the global economic burden of Chagas is about $7 billion a year.

TcVac3: The Path of Discovery

TcVac3 is the result of rigorous computational/bioinformatics analysis and screening of the T. cruzi genome for potential candidate antigens over several years by Garg and her team. These analyses led the researchers to three potential antigens (TcG1, TcG2 and TcG4) for further investigation.

Next, they began testing these antigens and potential vaccine delivery models -- how the components are arranged in the actual vaccine -- to determine the best approaches.

Early experiments proved that delivery of the candidate antigens by a DNA-prime/protein boost approach, along with co-delivery of IL-12 and GM-CSF cytokine adjuvants meant to enhance the immune response, was effective in generating antibody and T cell responses capable of providing more than 90 percent control of acute infection and parasite burden in infected mice.

Recognizing, however, that this vaccine delivery model was quite complex, the scientists sought to simplify the vaccine using a DNA-prime/Modified Vaccinia Ankara (MVA)-boost approach -- a delivery model that offers many advantages: it can accommodate multiple foreign genes in its genome; may be administered by a variety of routes; has an excellent safety record; and has been shown to generate immune responses to a variety of foreign antigens. MVA itself can act as an adjuvant since it provides a signal to the innate immune system and can boost T cells.

Based on preliminarystudies by the researchers that showed this delivery model to be potent, the scientists next tested the protective efficacy of TcVac3, constituted of just the TcG2 and TcG4 candidates and lacking the adjuvants, delivered by the DNA/MVA approach.

With two doses of the vaccine, the mice with TcVac3-induced antibodies exhibited 92 to 96 percent protection against chronic infection. They found that the DNA/MVA approach increased the vaccine efficacy enough to omit one of the antigens and the adjuvants, making it a much simpler but still highly effective vaccine.

"Because Chagas is most prevalent in developing countries, it is essential that a potential vaccine be inexpensive to develop and easy to deliver," said Garg. "TcVac3 accomplishes this goal, making it not just an effective candidate, but an ideal one."

Future research will determine if the vaccine composition can be simplified even further. In addition, the scientists are already conducting related trials in canines. Garg and her team are also working on pre-clinical trials of human patient samples, testing for immune response in patients that are already infected but not showing signs of chronic disease. Results of both studies are anticipated later this year.

Lunar cycle determines hunting behavior of nocturnal gulls

Mar. 27, 2013 ? Zooplankton, small fish and squid spend hardly any time at the surface when there's a full moon. To protect themselves from their natural enemies, they hide deeper down in the water on bright nights, coming up to the surface under cover of darkness when there's a new moon instead. Scientists at the Max Planck Institute for Ornithology in Radolfzell discovered that this also influences the behaviour of swallow-tailed gulls (Creagrus furcatus), a unique nocturnal species of gull from the Galapagos Islands.

They fitted the birds with loggers and wet/dry sensors which enabled them to see how much time the animals spent at sea at night. Their findings show that the birds' activity was greatest at new moon, in other words the time when the most prey was gathered at the surface of the water. The cycle of the moon therefore also influences the behaviour of seabirds.

The lunar cycle controls the behaviour of various animal species: owls, swallows and bats, for example, align their activity with the phase of the moon to maximise their hunting success. However, marine life is also affected by the moon. Many species of fish hide from their enemies in the depths of the sea during the daytime and only come up to the water's surface in the dark. Known as vertical migration, this phenomenon is additionally influenced by the lunar cycle. The fish thereby avoid swimming on the water's surface at full moon where they would be easy prey. Vertical migration is thus restricted on brighter nights and the animals remain at greater depths. At new moon, on the other hand, the organisms become active and migrate to the surface.

Yet also in the dark of night hunters lie in wait for them -- for instance the swallow-tailed gull Creagrus furcatus from the Galapagos Islands. With eyes that are well adapted to the dark, the gull can see fish below the water's surface even in low light conditions and so does not need the moon as a source of light. Scientists from the Max Planck Institute for Ornithology therefore wanted to find out what effect the lunar cycle had on the hunting behaviour of the gulls.

To this effect, they attached loggers with sensors to 37 birds, which enabled the scientists to measure where, when and how long the animals were in the water. "The gulls fly off to hunt on the open sea and plunge down to the water's surface to snatch squid or small fish," explains Martin Wikelski from the Max Planck Institute in Radolfzell. "From the contact time of the sensors with the water, we were able to conclude in which nights of the month the gulls were particularly active." The behaviour of each bird was recorded for 120 days on average in order to take in several moon phases.

The birds followed the lunar cycles strictly: at new moon the gulls were in the water particularly often. When the nights were very bright, the birds tended to stay on dry land instead. "For the swallow-tailed gulls it makes sense to be guided by the lunar cycle in their hunting, because, with a diving depth of no more than one metre, the prey is quickly beyond their reach on nights with a full moon," says Wikelski.

To facilitate their night-time hunting, swallow-tailed gulls have evolved light-sensitive eyes that are particularly well adapted to the dark nights at sea. They have also lost their melatonin rhythm -- an important clock that regulates sleep -- enabling the swallow-tailed gulls to occupy a new and unique ecological niche.

There was a heavy police presence throughout the neighborhood today.

NEW YORK -- On Saturday, inside the mahogany wood and white stone sanctuary at St. Catherine of Genoa Catholic Church, no one spoke openly about the New York Police Department?s impact on the church's East Flatbush neighborhood in Brooklyn.

No one mentioned the controversial tactic, formally called "stop-question-and-frisk," and its possible impact on police community relations in the neighborhood.

No one talked about what it has done to alter the lives of the nearly 5 million people -- the overwhelming majority of whom are black or Latino -- citywide who have been stopped and frisked.

No one had to.

At the church?s altar Kimani Gray, a 16-year-old known by the nickname "Kiki" whose favorite subject in school was English because he, ?loved the power of words,? lay silent and still inside a coffin, beneath a bone and gold embroidered pall.

To the right of the casket, sat Gray?s parents, family and friends, as well as the emergency medical crew called when Gray?s mother fainted and nearly fell to the church floor. Later, one of Gray?s brothers had to be restrained inside the sanctuary when he said loudly that an unidentified man should not have been there because the man did not know who Kiki was.

Gray?s eulogy reminded those inside the sanctuary that in the days leading up to his death Gray, a self-described writer, was busy working on a dramatic piece. On weekdays, he traveled more than an hour each way to his Manhattan high school. His affection for Chinese food, the television show ?Supernatural,? and the music of teenage rapper Chief Keef, were so well known that their mention Saturday moved most of the nearly 200 people gathered inside St. Catherine?s to laugh.

Two weeks after Gray?s shooting death, exactly what happened remains the subject of an NYPD internal investigation. Police say that when plain-clothes officers jumped out of a car, and ordered Gray and a group of teenagers on their way to a Sweet 16 party to stop for questioning, Gray pointed a weapon at the officers. Police fired, killing Gray. Witnesses say that Gray was unarmed, and attempting to adjust his baggy pants and possibly flee when he was shot. An autopsy found that some of the seven bullets that pierced Gray entered the back of his body.

The March 9 shooting seems to have drawn new national attention to a collection of police tactics used nationwide, including stop and frisk, and random traffic stops to initiate vehicle searches or warrant checks. Proponents insist the tactics are proactive policing tools that help identify criminals and stop crime before it occurs. Opponents insist they provide legal cover for racial profiling and abuses of authority that turn minority neighborhoods into police states.

Gray?s death also ignited a series of clashes with police that New York Police Commissioner Ray Kelly has said were prematurely and inaccurately reported as riots. The confrontations led to a series of arrests and a make-shift sidewalk memorial for Gray near the spot where he was shot.

Neither Kelly nor New York City Mayor Michael Bloomberg, a proponent of stop and frisk, attended the funeral.

On Saturday, the NYPD stationed police cruisers with flashing lights along streets near St. Catherine?s. At least 35 police officers stood behind stacks of portable metal barricades at the church or were aboard scooters scattered between the church and the site of the shooting less than a mile away.

For Jose LaSalle, an activist who is among a small group keeping vigil at the spot where Gray was shot, the service made him think of his own teenage son.

In 2011, when LaSalle?s son was 15, he was stopped and frisked in East Harlem. A radio recording of one of the officers involved is expected to be introduced into evidence this month in a federal case evaluating the constitutionality of stop and frisk, said LaSalle. The boy was too afraid to testify, his father said, but the recording captured one of the officers who frisked him calling the boy, ?a mutt.?

"A mutt, like a mixed breed dog," said LaSalle. "He said that like Spanish people, you know because of our mixed heritage, are not even full human beings. That's what boys like my son, parents like me face if we are lucky. My son is alive."

Marines ID gunman, 2 victims in Va. base shooting

QUANTICO, Va. (AP) ? A Marine who shot two of his colleagues to death and then killed himself was a tactics instructor at a school that tests Marines who want to become officers, military officials said Saturday.

Sgt. Eusebio Lopez, 25, gunned down 19-year-old Lance Cpl. Sara Castromata and Cpl. Jacob Wooley, 23, on Thursday night inside barracks at the Marine Corps Base Quantico in northern Virginia. Other than to say the three Marines worked together at the school, military officials have not described their relationship or released a motive for the shooting.

Lopez, of Pacifica, Calif., was a teacher whose specialty was machine gunner. He joined the corps in May 2006 and deployed in support of the wars in Iraq and Afghanistan.

Castromata, of Oakley, Calif., was a warehouse clerk who had been in the Marines since December 2011. Wooley, of Guntown, Miss., was a field radio operator. He joined the Marines in February 2010.

Lopez was an instructor at officer candidates school, known for its grueling 10-week program that evaluates Marines on physical stamina, intelligence and leadership. The candidates must complete obstacle courses, hikes of up to 12 miles in full combat gear and take classes on navigation and tactics that help them in the field, according to the school's website.

Lopez's great-grandfather, also Eusebio Lopez, said the Marines contacted their family on Friday night.

"They told us they were investigating more, and they'd let us know. He wasn't the type to do stuff like that," said Lopez, 81.

Gay Marriage Is No Roe v. Wade: Everybody Loves a Wedding - Hit ...

Everyone Loves a WeddingCredit: DreamstimeNext week the U.S. Supreme Court will hear arguments for overturning California's Proposition 8 and the federal Defense of Marriage Act in favor of extending constitutional protection to same-sex marriage. Earlier this month the Washington Times reported:

The 1973 Roe decision ? which the justices hoped would settle the legal question on abortion once and for all ? instead spawned a political and cultural clash that is still raging. Many traditional-values advocates are predicting a similar divisive scenario if the high court overrides laws approved by legislatures and voters in dozens of states defining marriage as the union of a man and a woman.

If the Supreme Court ?mandates genderless marriage, the resulting social divisions and political contentions will probably equal ? and may surpass ? those resulting from Roe v. Wade,? Nevada lawyer Monte Stewart and the Coalition for Marriage said in a friend-of-the-court brief in support of California?s voter-approved Proposition 8 and the federal Defense of Marriage Act (DOMA), both of which take a stand against same-sex marriage.

Stewart is just flat out wrong. A Supreme Court ruling in favor of marriage equality will be a political non-issue in less than a year after it comes down. Why? J.F. Orlando over at the Economist blog gets it right:

It is a vote for gay people to have the same defining, challenging, fulfilling, frustrating, enriching, beautiful and complete marital relationships that the rest of us have. And that is a fundamental difference between same-sex marriage and abortion. Everybody loves a wedding; nobody likes an abortion. Supporters of abortion rights simply believe that safe, legal and rare is better than unsafe, illegal and rare. The better analogy for same-sex marriage is, of course, interracial marriage. Some people still don't like it. Fine. They can marry within their own race and grumble impotently at the TV. But what they can't do is tell anyone else who to love and who to marry. Same-sex marriage supporters frame the case as a vote for gay people to be happy because that is precisely what it is.

Yesterday, a new Pew Poll reported that Americans favor same-sex marriage 49 percent to 44 percent. I predict a year after the Supreme Court strikes down Prop 8 and DOMA that the polls will show that at least 60 percent of Americans are in favor of marriage equality. Wide public acceptance of gay marriage will be even faster than it was for inter-marriage between blacks and whites, which now stands at 86 percent.?

Disclosure: Forgot to put this in - My wife and I have been supporters of Equality Virginia for a number of years now. I apologize if anyone momentarily thought I was objective on this issue.

'Teen Mom' Jenelle: Hello boobs, bye boyfriend

MTV

Jenelle Evans on "Teen Mom 2"

By Drusilla Moorhouse, TODAY contributor

There's more of Jenelle Evans to, um, love. Like we saw on the original "Teen Mom" series with Farrah "Here for Boobs" Abraham, this week's episode of "Teen Mom 2" documented Jenelle's breast implant surgery ? and its painful aftermath.

Fortunately, she had her bad-boy boyfriend, Kieffer Delp, by her side. After asking thoughtful questions like, "How are your friends going to feel from the Itty-Bitty T---y Committee?" he basically ignored his sugar mama, leaving her roommate and her "warried" mom to play nurse.

They certainly weren't going to let Kieffer administer his girlfriend's pain medication; instead, the women hid it so the convicted felon couldn't take it himself.

But K.Delp's inattention gave Jenelle plenty of time to text her ex, Gary Head, whose flowers and support persuaded the Teen Mom to toss out the human loofah sponge.? (Wonder who paid for his bus ticket back to Jersey?)

Gary didn't waste any time, and quickly dropped by for a snuggle with the brand-new C-cupper. Happily ever after!

The other "Teen Mom" storylines were particularly moving Monday night -- but only in the literal sense. The fast-forward button came in handy for the other moms' yawn-inducing segments: Javi moved in with Kailyn, Jeremy moved back in with Leah and the girls, and Chelsea whined about moving to a new place (because her landlord is kicking her out).?

"I'm so frustrated," the pampered 21-year-old whined to her overindulgent papa. "I went from having hardly anything on my plate to a whole ton!"

To be clear: "A whole ton" for Chelsea means going to beauty school full-time while her parents find her a new home and help her move.

At least Chelsea handles her "stress" differently than her co-stars. In next week's episode, Jenelle huffs off to puff after a screaming match with Babs, and Javi finds himself on the business end of Kailyn's famous anger mismanagement.

Journalism study shows impact of cutbacks in news

(AP) ? Years of newsroom cutbacks have had a demonstrable impact on the quality of digital, newspaper and television news and in how consumers view that work, a study released Monday found.

Nearly one-third of consumers surveyed by the Pew Research Center's Project for Excellence in Journalism said they have abandoned a news outlet because it no longer gave them what they had counted on, either with fewer or less complete stories.

Pew's annual State of the News Media report delivered what has become a common litany of grim business statistics. Television news viewership is down. Newsroom employment at newspapers is down 30 percent since a peak in 2000 and has gone below 40,000 people for the first time since 1978. Newsweek shut its print edition and Time magazine is cutting staff.

"These cutbacks are real," said Amy Mitchell, the project's acting director. "And based on the data that we've collected, they are having an effect."

Government coverage on local television news has been cut in half since 2005, the study said. Sports, weather and traffic now account for 40 percent of the content on these broadcasts; yet that's just the sort of information readily available elsewhere. That's a recipe for future erosion, Mitchell said.

Forty-two percent of adults under age 30 counted themselves as regular local news viewers in 2006; last year that was down to 28 percent, the study found.

Cable news is increasingly cable talk, although it's difficult to conclude whether that is because of financial considerations or the sense among executives of what viewers want. Over the last five years, CNN has sharply cut back on produced story packages and live event coverage, the study found.

During the presidential campaign, reporters increasingly acted as megaphones instead of investigators, Pew said. More stories are simply reporting verbatim what candidates or partisans were saying, rather than using those statements as a starting-off point to explore an issue.

There are many more places that people can go for news or information now. The question is whether consumers are leaving prominent news organizations because they are not getting what they want, or whether these outlets can no longer afford to give them more because consumers are leaving, said David Westin, former ABC News president.

"Increasingly, it's not just a question of what people want," said Westin, who presided over an era of cutbacks at ABC News. "It's what people are willing to pay for."

More organizations are experimenting with charging for digital content, which Mitchell called a positive sign. The Pew report said 450 of the nation's 1,380 daily newspapers have started or announced plans for some kind of paid subscription model. Partly as a result, newspaper circulation stayed steady in 2012 after years of decline. Revenue continued to go down, though.

With newsroom cutbacks, some news organizations supplement their reporting through work funded through other sources, like ProPublica and the Kaiser Family Foundation's service for reporting health news. When he was at ABC, Westin said the network accepted a grant from the Gates Foundation for reporting on subjects like the water supply in Africa it otherwise would not have been able to afford.

Pew's survey of 2,000 consumers taken earlier this year revealed that a majority of people had little or no awareness that the news industry has financial problems. The people aware of the problems are the ones more likely to abandon a news outlet because they weren't getting what they wanted.

Of the people who left a news outlet, 61 percent said that the stories were less complete than they had been, Pew said.

"We are at a point where we have to get back to quality and think about what we are giving people," Mitchell said.

Official: Barbra Streisand to perform in Israel

JERUSALEM (AP) ? An Israeli government official says Barbra Streisand is coming to town.

The official says the celebrated American Jewish singer will perform in Israel in June in honor of Israeli President Shimon Peres' 90th birthday.

The official was speaking on condition of anonymity because he was not permitted to brief reporters about the matter. There was no immediate comment from Streisand.

The official says Streisand's appearance will coincide with a yearly speaker's conference headed by the Israeli president. This year's conference takes place June 18-20 in Jerusalem.

President Peres told reporters five years ago that Streisand was set to perform at that year's presidential conference, but she didn't show up.

Israeli media said Streisand would also perform in two concerts.

Don't fear 'The Daily Show' and other ways Republicans went wrong in 2012

Growth & Opportunity ProjectGrowth & Opportunity Project

Within a month after last year's presidential election, the Republican National Committee launched a massive project to diagnose the problems that contributed to the party's defeat. Now, the final draft of the "Growth & Opportunity Project" is here and, as promised, it's a behemoth.

The RNC on Monday released the findings of the three-month project led by a group of veteran Republican strategists that propose ways the party can improve its outreach to minorities, the primary election process, messaging, fundraising and its relationship with third-party groups.

The dense, 100-page report includes 219 recommendations that are a result of input from about 36,000 online surveys, thousands of conference calls and personal meetings with the project's co-chairs, more than 50 focus groups, 3,000 listening sessions in nine states and the District of Columbia, and surveys targeting the views of women, Hispanics, pollsters, consultants, campaign volunteers and field staff.

Below are 10 lessons the Republican Party learned from its exhaustive search?and what it plans to do about it.

1. Sustain outreach to minority communities, even in years without elections

From the report:

We need to do a better job connecting people to our policies. Our ideas can sound distant and removed from people?s lives. Instead of connecting with voters? concerns, we too often sound like bookkeepers. ... If we believe our policies are the best ones to improve the lives of the American people, all the American people, our candidates and office holders need to do a better job talking in normal, people-oriented terms, and we need to go to communities where Republicans do not normally go to listen and make our case. We need to campaign among Hispanic, black, Asian, and gay Americans and demonstrate that we care about them, too.

The RNC will devote $10 million to hire hundreds of new employees in communities across the country who will have a permanent presence. The project will focus on neighborhoods with heavy black, Hispanic and Asian populations to sustain relationships with those communities in years with and without elections and establish new, senior-level advisory councils for those voters.

The party is also preparing an "aggressive marketing campaign" at historically black colleges and universities.

2. Recruit more minority Republican candidates

The RNC is launching an ambitious campaign that partners with state parties to build a recruitment program for minority candidates. The party also will hire communication specialists to work with Republican minority leaders to maximize their voice in the media.

3. Don't be afraid of going on 'The Daily Show'

To better reach young voters, the report recommends that Republicans get their candidates on more shows in popular culture and tap into the power of celebrity endorsements.

From the report:

Establish an RNC Celebrity Task Force of personalities in the entertainment industry to host events for the RNC and allow donors to participate in entertainment events as a way to attract younger voters. ... Republican leaders should participate in and actively prepare for interviews with The Daily Show, The Colbert Report, MTV and magazines such as People, UsWeekly, etc., as well as radio stations that are popular with the youth demographic.

4. Give Democratic candidates hell, and dish it early

One of President Barack Obama's re-election campaign's greatest successes was defining Republican presidential candidate Mitt Romney early in the election. It was very difficult for Romney to shake that image of him as an out-of-touch rich boss by the time the Obama campaign was done with him.

The report recommends establishing an outside group "that focuses solely on research" of Republican opponents to "define Democrats early in election cycles." They want to see conservative groups tracking Democratic candidates' every move, while building websites that do "nothing but post inappropriate Democrat utterances and act as a clearinghouse for information on Democrats."

5. Train new Republican activists with online and mobile campaign education programs

Republicans will build a mobile voter registration program that makes it easier for voters to register online. For those who want to become actively involved in the party, the RNC is overhauling its Political Education Department to teach activists how to better use voter data and buy political ads on television and online. All of those resources will be made available on the Web.

6. Release the voter data

The Republican Party has billions of pieces of voter data that it plans to make available to friendly vendors and campaigns in a way that allows them to create new apps and programs based on the information.

The RNC hopes to integrate voter data into everything it does?from fundraising to door-to-door canvassing?to ensure every decision is more calculated and results are measurable.

The party plans to establish a new field office near Silicon Valley to have close access with tech firms, while holding "hackathons" in "tech-savvy cities" to ensure it remains up to date on the latest technologies.

7. Shrink the primary

If you thought the Republican primary process felt like it lasted forever, well, so did the top brass at the Republican Party. Next time, the RNC will compress the Republican primary season to a few months in 2016 so the candidates don't have to spend so much money and resources battling each other.

8. Hold fewer primary debates

Before Republicans chose a presidential candidate in 2012, they held more than 20 debates. Never again. The RNC will conduct only about a dozen debates that will begin no earlier than September 2015.

"While we were playing footsie debating each other 23 times, what was the other side doing? They were spending potentially hundreds of millions of dollars on data, technology, voter outreach," RNC Chairman Reince Priebus said Sunday on CBS' "Face the Nation." "They were getting the job done."

Indeed, many of the Republican primary candidates' most embarrassing moments occurred on debate stages across the country.

9. Adios, August convention

As part of the emphasis on securing a presidential candidate earlier in the primary process, the Republican National Convention will be held in June or July. That will allow the party and the campaign to coordinate sooner and, along with outside groups, help the candidate build more momentum before the November election.

10. Change the tone, but not the message

Republicans believe they have a communication problem, not a message problem. While the Growth and Opportunity Project was never meant to be a policy document, there appears to be no movement in the direction of shifting principles in the near future. ?I don?t think our platform is the issue,? Priebus said during a stop on his listening tour in Iowa earlier this month.

Pope Francis: A prelate who has preached against 'huge inequities'

The first pope from Latin America has highlighted in recent years the region's yawning gap between rich and poor.?

The next leader of the Roman Catholic church combines a Jesuit intellectual mind with a life spent advocating for social justice and the poor, and in 2009 he made headlines for criticizing the government of Argentina for allowing ?huge inequities? between the rich and the poor to develop.

After only five rounds of votes in the Sistine Chapel and at roughly 8:30 tonight, the phrase "Habemus Papam" or ?We have a pope,? was spoken on the plaza balcony in Vatican City ??and Cardinal Jorge Mario Bergoglio of Argentina appeared, dressed in white, to say the Lord?s Prayer.

The man that believing Roman Catholics call the ?successor? of the apostle Peter, and ?the vicar of Christ? will go by the name of Pope Francis. He speaks three languages, and is both the first non-European pope in modern times and the first from a developing country.

Mr. Bergoglio was elected in a swift five votes of a conclave of 115 cardinals.

According to John Allen of the National Catholic Reporter, Bergoglio was born in Buenos Aires in 1936 to an Italian immigrant family. He was educated as a theologian in Germany, cooks his own meals, and?eschews the ornate trappings of church power ? he travels by bus. He became?widely known for his analysis of the negative effect of globalization on parts of the developing world. At the same time, he opposed the once-powerful liberation theology movement that previous popes denounced as flirting with Marxism.

At a gathering of Latin American bishops in 2007, Bergoglio offered that,?"We live in the most unequal part of the world, which has grown the most yet reduced misery the least. The unjust distribution of goods persists, creating a situation of social sin that cries out to Heaven and limits the possibilities of a fuller life for so many of our brothers."

Like his predecessor Pope Benedict, who resigned last month ? the first head of the Catholic church to do so in 600 years ? Pope Francis is said to be a strict conservative on personal morality. He has opposed Argentina?s gay marriage laws, and has been fiercely pro-family.?In church terms, though, he is seen as a master conciliator who will be adroit at healing many of the rifts and scandals over finances and pedophile priests that have dogged the Vatican in recent years.

Since 1998 he has been the Archbishop of Buenos Aires.

The conclave appeared to steer away from popular choices like the cardinals of New York and Boston, Timothy Dolan and Sean O?Malley, as well as the local Italian favorite Angelo Scola.

Bergoglio was elected by a conclave that overwhelmingly shares the conservative views of Benedict, who has held sway as an enforcer of orthodoxy in the Vatican since 1982.

As Mr. Allen of the National Catholic Reporter writes, ?Either John Paul II or Benedict XVI appointed each of the ... cardinals who will cast a ballot, including 11 Americans, so there will be little ideological clash. No matter what happens,?the church almost certainly won't reverse its bans on abortion, gay marriage or women priests.?

Obama's $2 billion plan to wean America off foreign oil

President Obama wants to use royalties from offshore drilling in federal waters to create an 'Energy Security Trust Fund' to pay for research into battery and clean-fuel technologies. ?

Speaking Friday at Argonne National Laboratory ??the high-tech incubator that produced battery breakthroughs for today?s plug-in vehicles ??President Obama proposed an ?Energy Security Trust Fund? to finance research into batteries for plug-in vehicles and other ?breakthrough technologies,? such as hydrogen fuel cells and cleaner biofuels.

The idea, Mr. Obama noted, comes from a group of retired military officers and corporate executives called Securing America's Future Energy or SAFE, and it is not primarily about the economy or the environment but national security.

?The reason so many different people ? from the private sector, the public sector, our military ? support this idea is because it's not just about saving money, it's also about saving the environment. But it's also about our national security,? Obama said. ?This is not a Democratic idea or a Republican idea; this is just a smart idea, and we should be taking [SAFE?s] advice.?

SAFE?s plan called for a $5 billion trust fund, but with Congress focused mainly on cutting budgets, Obama is offering a slimmed-down version. The White House says the $2 billion fund would not add to the deficit since it would tap royalty revenues generated by oil and gas development in federal waters off the Outer Continental Shelf. Those revenues are projected to increase in coming years as drilling expands as part of the administration?s five-year energy plan.

So far, the US has cut foreign oil imports by more than 3.6 million barrels per day during Obama?s presidency, the White House reported. Oil imports have also fallen to a 20-year low, and carbon-pollution emissions are at their lowest level in nearly two decades.

Part of the trend is connected to the drop in economic activity resulting from the recession and slow recovery. But renewable electricity generation from wind, solar, and geothermal sources has doubled, and Obama wants to double the fuel efficiency of the US auto fleet by 2025. That could reduce oil consumption by more than 2 million barrels a day ? as much as half of the oil imported from OPEC every day, according to an Environmental Protection Agency report released Friday .

All these factors are already having an effect, Obama said Friday in Illinois. ?You walk into any dealership today, and you'll see twice as many hybrids to choose from as there were five years ago. You'll see seven times as many cars that can go 40 miles a gallon or more.?

The goal of the trust fund is to push forward.

Initially, Sen. Lisa Murkowski, the top Republican on the Senate Energy and Natural Resources Committee, said such a fund was ?an idea I may agree with," but a spokesman has since pulled back, saying the revenues might constitute a tax increase.

Oil and gas producers expressed the hope that the new plan would speed up federal permitting. ?IPAA welcomes the president?s new commitment to investing in a more efficient energy project permitting process on federal lands,? said Independent Petroleum Association of America President Barry Russell in a statement.

Some environmentalists decried the president?s overall energy strategy as a fa?ade for increased oil and gas development.

"President Obama?s proposal promises to save the United States from its dependence on oil by deepening our dependence on oil,? said Daniel Gatti, director of Environment America?s Get Off Oil program. ?Today?s plan fails to directly confront the key question on oil and transportation policy: Are we building a future in which we drill for use more oil, or are we building a future in which we use less?

Still, on Capitol Hill, one bipartisan group of legislators swung behind the president.

?The president clearly gets it,? said Kateri Callahan, president of the Alliance to Save Energy, a nonprofit, bipartisan energy-efficiency group that boasts a board of Republican and Democratic lawmakers.?The good news is that Republicans get it too. Every day we don?t advance public policies to drive energy productivity is a day we waste energy and we waste money. Congress should join with the president today in the race to a more energy-efficient America."

Netflix Launches ISP Speed Index Site To Rank Global Video Streaming

In its attempt to fight for its users to experience episodes of Pawn Stars in as high definition as possible, Netflix started ranking ISPs dubbing Google Fiber as the best service to watch its video streaming service on. Since then, it?s been regularly ranking US ISPs, but today, the company is announcing it will now be ranking all ISPs around the world.

In last month?s ranks that include not only the US but the UK, Mexico, Sweden, Finland, Denmark, Ireland and Norway. In Netflix?s ISP Speed Index, Google Fiber is the clear global winner in the countries included as they come in at the fastest speed of 3.35Mbps. On the other side of the spectrum, Clearwire?s WiMAX came in last place with a download speed of 1.25Mbps.

Netflix?s ISP Speed Index will be updated monthly and be based off of its user?s steaming experience, which is comprised of 33 million members which Netflix says watches one billion hours of video every month. We?re sure until other ISPs decide their customers would actually want gigabit Internet, Google Fiber will continue to lead Netflix?s ISP Speed Index.
